From Organizing to Institution

Local performance as part of the cultural life that shaped the Soul of the City identity.

The Soul of the City BID grew out of years of place-based organizing, coalition-building, and community-development work led by the Congress Heights Partnership and its partners. That work created the foundation for a formally authorized Business Improvement District serving Congress Heights, Washington Highlands, and Bellevue. Today, the BID is the primary institution responsible for coordinated place management across the district.

The Origins of the Soul of the City Identity

The Soul of the City identity originated through a community-driven place-branding and organizing process focused on Congress Heights. That work helped establish a shared language around culture, entrepreneurship, community pride, and inclusive growth. As Soul of the City evolved from a neighborhood organizing identity into a Business Improvement District serving Congress Heights, Washington Highlands, and Bellevue, the brand expanded with it—honoring its origins while representing a broader, interconnected district.

Founding / sponsoring organization

A foundation that made institution-building possible.

The Congress Heights Partnership is the community-based 501(c)(3) organization whose longstanding organizing and community-development work helped establish the foundation for the BID.

The Soul of the City BID now carries the primary district-wide place-management role. The Partnership’s role belongs in the history of that work and in the story of its sponsorship—not as a substitute for the BID’s institutional identity.
